I think memory speeds could be the bottleneck in this case. So as others have said, an upgrade of motherboard generation, and higher RAM speeds and CPU speeds would be good.

make sure you have a cable directly from monitor to the motherboard/GPU if you installed one already. Don’t go through a dock as some docks need firmware drivers, that could be the cause of failure.

Regarding the 4070, the 7900xt is currently cheaper, at least where I live, and generally better, except for machine learning (no cuda) and maybe raytracing. It has even more vram at 20gb despite the lower cost, which makes it more future proof imo.
