IMO the fines are made to sound scary, and are relevant for large corpos, but the ICO or whatever body for your country, has no interest in prosecuting an individual. What is a ‘percentage of revenue’ on something that makes no revenue anyway.
Even if they did take interest it would start with an opportunity to correct things before prosecution.

Maybe the first time it’s run it’s compiling shaders for a while, might explain why it’s different behavior the second time? If the game has a shader cache and you can find it, delete the cache after the first run and see if it still does it on the next run.
Your system is clearly capable of running 100% but maybe He’ll Let Loose is triggering some spike that the PSU thinks is a potential fault and trips?
You could try reducing your power load by temporarily disconnecting any drives you don’t need to run the game, and if your ram is 4 sticks then going to 2.
If the game then works you’d know it was a power issue.
AWS/Azure are incredibly expensive compared to most hosting providers. If you need the services and scale they provide then they can be good value but there are for sure expensive.
When enrolling with the 2FA take a screenshot of the QR code, print it and add it to wherever you keep your secure documents. The QR code is your private key, just scan it again to add a new device if you lose your original.

I had a feeling it was going to be 8/256 when it when ‘business owners’ were described as one of the key user types. It’s the laptop the IT department can give to management that’s got a pro sticker on it, without having to give them something over powered. It’s a vanity thing. Actual pro’s will get something better, everyone else is probably better off with an Air.
A 40% rise in Apple TV+ in one year?? It was already on the ‘sub when a series finishes, watch and cancel’ list, but I’d been letting it slide since there were a few shows I was enjoying. This will put it back to just a couple of months a year.
It’s known performance will be poor, but if it was that bad the ton of YouTubers doing their preview coverage would have been reporting it.
I wish more checkouts had volume / mute controls so you can at least customise it to what you want for your checkout. They reset after each use. I’ve seen a few with it but I wish they were more common.
There are two tiers of side quests in cyberpunk. Gigs and full on side quests. The gigs are all pretty short ‘go to place, shoot / rescue someone’ stuff but the main side quests are generally more involved, including all the romance options etc.
The gigs can be skipped without missing much, but skipping the side quests misses a ton of story IMO.
